A Taiwanese court has ruled against a contractor that bribed its way to a state oil company contract, a costly loss for the firm and a win for CPC Corp.

• CPC Corp's former refining chief Hsu Han was sentenced to 25 years for corruption, and the court has now hit one of his contractor partners with a NT$84 million penalty.
• The scheme inflated a cooling-system upgrade at the Dalin refinery from an NT$30 million plan to a NT$200 million project, with the winning bid landing near NT$173 million.
• The contractor and middlemen agreed to split NT$42 million in kickbacks with Hsu; the court set the fine at double that amount.
• The firm must also rip out the concrete chiller foundation it built at the Kaohsiung site, haul it away, refill the soil, and restore the land.
• The contractor argued the criminal case is not final and that it is owed money for work already done, but the court sided fully with CPC Corp.

Outlook: The company can appeal, and CPC Corp is separately chasing back the NT$90 million it already paid out.
