Taiwan Recalls Geneva Envoy Over Bullying Complaint, Names Replacement

Oct 30, 2026

Taiwan's government has recalled its top diplomat in Geneva after a bullying complaint against him was confirmed, a personnel shake-up for the island's foreign ministry.

Li Guande, head of Taiwan's representative office in Geneva, was pulled from his post and sent back to the foreign ministry's headquarters after an investigation substantiated bullying allegations against him.

The Executive Yuan quickly approved his replacement, Kang Jiaqi, a career diplomat who had been deputy head of the ministry's NGO affairs unit. Kang has a record of promoting Taiwan's international participation, including gender-equality initiatives tied to UN women's rights forums.

The ministry also rolled out a broader round of ambassador reshuffles, moving diplomats between posts in South Africa, Cape Town, Canada, Dubai, and the Philippines as part of routine rotations alongside the Geneva change.

Outlook: The Geneva post should see a smooth handover now that a successor is already approved, though the episode may put pressure on Taiwan's foreign ministry to address workplace conduct issues more broadly.
