OHA Maui Island Trustee race: Lindsey vs. Kapu

Oct 15, 2026

Two candidates are competing for the Maui seat on Hawaii's Office of Hawaiian Affairs board, with housing costs and the Lahaina recovery at the center of the race.

  • Incumbent Carmen "Hulu" Lindsey, a trustee since 2012 and a longtime real estate agent, makes affordable housing her top priority so Hawaiian families are not forced to leave the islands.
  • Challenger Keeaumoku Kapu, a Lahaina cultural practitioner who has worked on fire recovery for three years, puts health, education, and community-driven rebuilding first.
  • OHA's assets are approaching $1 billion, and both want to spend some now on urgent needs while protecting the fund for future generations.
  • Both say the state is shortchanging Hawaiians on land trust money — OHA is getting closer to 5% of revenue instead of the 20% owed — and both would accept land as part of any settlement.
  • Neither would renew expiring military leases automatically; Kapu wants unused military land and empty military homes returned, pointing to Red Hill and Pohakuloa.

Outlook: Voters decide the seat on November 3, with five of the nine board seats up for election.
