Hsu Chia-ching accused of misusing overseas mission resources; Overseas Community Affairs Council sets up special investigation team

Oct 15, 2026

Taiwan's overseas community affairs agency has opened an internal probe into claims its former head used government resources abroad for family trips, a political headache for the ruling party.

  • Former Overseas Community Affairs Council chief Hsu Chia-ching is accused of letting her American husband use an official embassy car and taking her son along on a trip as a "photography officer."
  • The agency's acting head said no such job title has ever existed there and set up a special investigation team on Oct. 13.
  • The foreign ministry said the car was officially assigned to the Washington cultural center and its records show nothing unusual, pushing the rest of the question back to the community affairs agency.
  • Lawmakers from both the opposition and the ruling party also attacked the agency for handing in a 138-word written report on its overseas travel spending, which several called a blank page.

Outlook: The investigation team's findings will decide whether this stays a paperwork fight or turns into a misuse-of-funds case.
