Taiwan reports new cross-strait pressure tactic: impersonation threats against documentary importer

Taiwan says China is using a new form of cross-border intimidation, this time against the man who brought the organ-harvesting documentary "State Organs" to Taiwanese audiences — bad news for free speech and for anyone distributing China-critical films.

  • Kuan Chien-chung, head of the film company behind the documentary's Taiwan release, has had people impersonate him to threaten others.
  • Each fake threat triggers a police report, forcing him to travel across Taiwan for questioning — the point is to wear him down.
  • Targets of the fake threats have included a lawyer, the civil-defense group Kuma Academy, and a Falun Gong association, in cases stretching from last November to late September.
  • He has also been sent threatening letters and had bombs planted at his premises.
  • Taiwan's Mainland Affairs Council calls the pattern systematic rather than random harassment, and is now logging it as cross-border repression.

Outlook: Taiwan will consolidate the cases under one police and prosecution track to cut down the travel burden, while the people behind the impersonations remain unidentified.
