Taiwan is launching a new global disaster-management alliance, a positive step for its diplomatic standing and for Pacific allies facing climate risks.

• Taiwan's foreign and interior ministries are founding the World Alliance for Disaster Management (WADM), covering joint training, joint drills, mutual aid, and information sharing.
• The fire agency's training center in Nantou will be built up into the Indo-Pacific's main hub for disaster-response training.
• Taiwan will tie in its strengths in AI, satellites, drones, and communications tech, pitching the alliance as "Taiwan Can Help" and "Taiwan Can Lead."
• The idea grew out of the 1999 earthquake, when foreign help with rescue and rebuilding left Taiwan wanting to give back.
• Palau, a founding member, is already bracing for a strong El Niño and its worst dry spell in over 20 years.
