• The DPP caucus accepts that deal but says a month is too long and wants to know what proofreading is left.
• The delay blocks the president from signing the budget into effect, which in turn stalls a supplementary budget and several benefit increases.

Outlook: Pressure is building to send the budget over before the new session opens at the end of September.
