• Public servants at every level are flagged, since even a local borough chief may know where shelters, bunkers, and emergency supplies are.
• Police and court staff traveling to China have already been questioned about their duties, critical infrastructure security, and what files they can access — some were asked to hand information over.
• Religious figures are a second risk group, as China tightly controls preaching, baptism, ordination, and Yiguandao rites; some Taiwanese followers on ordinary tourist trips have been held or jailed.
• Workers in chip making, quantum science, special materials, defense-linked industries, and at big foreign firms or sanctioned companies make up the third group.

Outlook: Chinese enforcement is described as arbitrary and unpredictable, so Taiwanese travelers are being urged to weigh the risk carefully before any trip.
