Penghu's county chief election has turned into a wide-open three-way fight after the sitting DPP county chief was knocked out by an injury, and every vote now matters.

• Chen Kuang-fu, the DPP county chief who looked set to win again, fell and lost consciousness while handing out Lunar New Year gift bags, throwing the race open.
• His wife, Wu Shu-chin, is running in his place for the DPP, first on sympathy and now on his "happy Penghu" platform, including bigger holiday payments for seniors and free Penghu flights with international tickets.
• The KMT is running Huxi township chief Chen Chen-chung, known as an easygoing figure with a solid small-town record, though critics worry he would be controlled by others behind the scenes.
• Independent Yeh Chu-lin, seen as coming from the pan-blue camp, lost the last race by only about a thousand votes and has been working the grassroots since, but has no party machine behind him.
• Three other candidates remain little known and risk being pushed to the sidelines.

Outlook: The winner will likely be decided by which of the three main candidates can pull in swing voters beyond the blue and green party bases.
