Taiwan's Mainland Affairs Council has rejected comparisons between the APEC ministerial meeting and the Straits Forum, endorsing the labour minister's trip to China for a formal international conference while drawing a clear line against united front events orchestrated by Beijing.

• Labour Minister Hung Sun-han will travel to Nanjing for the APEC ministerial meeting. The Mainland Affairs Council stressed that Taiwan is a full member of APEC, that its participation is legitimate and reasonable, and that there is no reason to block it.
• The council characterised the Straits Forum as a Chinese Communist Party platform for united front work against Taiwan, saying it is entirely different from a formal international organisation's meeting and cannot be compared.
• After investigating Taitung County Magistrate Jao Ching-ling's participation in the Straits Forum via a pre-recorded video, authorities concluded that the content amounted only to courtesy remarks and did not touch on politics, and therefore did not violate the Act Governing Relations between the People of the Taiwan Area and the Mainland Area.
• Officials said all this year's trips to China by government officials for meetings were preceded by discussions and scenario planning, and that everything has gone smoothly so far.

Outlook: Taiwanese officials are expected to continue attending APEC-related meetings in China, and the dispute between the pan-blue and pan-green camps over what kind of exchange with China counts as united front work is unlikely to subside in the near term.
