The councillor race in Taipei's Zhongzheng-Wanhua district gains another variable — a strain on the traditional vote-allocation machinery of both the blue and green camps, and an opportunity for continuity among Ying Hsiao-wei's grassroots organisers.

• Ying Chia-yu, the 24-year-old daughter of Kuomintang Taipei city councillor Ying Hsiao-wei, who is implicated in the Core Pacific City case, has announced she will run as an independent and will register next week.
• She is campaigning on the personal journey of accompanying her mother through the judicial process, highlighting her master's degree in public policy from the United Kingdom and her local constituency service.
• In addition to the candidates fielded by the blue and green camps in Zhongzheng-Wanhua, the Taiwan People's Party's Wu Yi-hsuan has also entered the race, raising the temperature of the contest.
• Two other fronts opened in Taipei politics the same day: the Central Election Commission approved only one referendum proposal, on abolishing the nuclear-free homeland policy, rejecting both the introduction of caning into law and the earmarking of traffic fine revenue; and a 10-year-old girl in Taipei who was reported as a victim of sexual molestation went more than 240 days without placement, drawing fire from city councillors and mayoral candidate Puma Shen.
• In New Taipei, the latest poll shows Su Chiao-hui leading Lee Shih-chuan by nearly 6 percentage points, with more than a quarter of respondents still undecided.

Outlook: The key thing to watch is whether Ying Chia-yu can convert her mother's organised vote into votes of her own and draw away swing voters, which would affect the blue-green distribution of seats in Zhongzheng-Wanhua.
