Taiwan to hold nuclear phase-out referendum alongside November local elections

Aug 28, 2026

Taiwan will vote on scrapping its "nuclear-free homeland" policy on the same day as its local elections, a win for pro-nuclear campaigners and a cost of about NT$810 million for taxpayers.

  • The election commission approved one of three referendum proposals sent over by parliament: repealing the nuclear phase-out policy.
  • The vote will be held November 28, the same day as Taiwan's nine-in-one local elections, and will cost NT$810 million.
  • A proposal to introduce caning as a punishment was rejected — caning does not exist in Taiwan's law, and it would clash with the UN human rights treaties Taiwan wrote into its own law in 2009.
  • A proposal to earmark traffic fines for road safety was also thrown out, but only after three rounds of deadlocked 4-3 votes among commissioners.
  • Officials say they are fully confident the vote will run smoothly and hope to finish counting earlier than the near-midnight finish of the 2022 election.

Outlook: Expect the nuclear question to become a central fight in the local election campaign, with energy policy pulling voters who might otherwise focus on local issues.
