Waterland Financial Holdings Launches Consolidation Review, Authorises Chairman to Seek Merger Targets

Aug 26, 2026

Taiwan's financial sector has seen another potential state-linked merger, as Waterland Financial Holdings (國票金) formally launches a merger and acquisition review. Short-term funds have already moved in on the news, which is broadly positive for shareholders.

  • After a discussion lasting as long as five hours, Waterland Financial's board approved the launch of a consolidation review and authorised the chairman to seek merger partners externally.
  • The process remains at an early stage, with no specific target identified. Only once a suitable partner is found would the company appoint a financial adviser, sign a letter of intent and begin due diligence.
  • State-owned Chang Hwa Bank recently also publicly signalled an interest in pursuing acquisitions, likewise stressing that it is still evaluating options and has not settled on a target — an indication that the appetite for consolidation is heating up.
  • Following the announcement, investors hoping to profit from merger activity piled in, and Waterland Financial's trading volume that day surged to five times the previous day's level.
  • The board also approved a compensation overhaul: performance bonuses for back-office management staff will be capped at 12 months' pay, while sales staff will face no cap, with the main thrust being an increase in entry-level starting salaries.

Outlook: No concrete merger deal is expected in the near term, but the market will be watching closely to see whether Waterland Financial and Chang Hwa Bank settle on targets, and the related stocks may remain volatile on merger speculation.
