The Hsinchu City government has floated a K-12 school plan, but because an earlier pledge to create the Xinke complete high school fell through, parents are sceptical about how credible the new policy is.

• At an education forum, Kao Hung-an announced that NT$60 billion would be invested in education policy over the next four years, including a K-12 technology-focused bilingual demonstration school.
• City council candidate Tseng Han-yang questioned whether this was another case of "crying wolf," since the plan to upgrade Xinke Junior High School into a complete high school ultimately came to nothing.
• That plan went from being announced as under planning in 2023, to being described in 2024 as having been submitted to the K-12 Education Administration for review, to becoming "no plan to establish" by June 2026.
• The city government has yet to account for what parents most want to know: the school site, the construction start date, and the timetable and scale of enrolment.
• The city government responded that planning and preparation for the K-12 technology-focused bilingual demonstration school are already under way.

Outlook: With the election approaching, unless the city government produces a concrete timetable and a site plan, this education policy will struggle to shake off suspicions that it is merely a bid to win votes.
