A fire and explosion involving waste dumped on a vacant lot in Tainan's Annan District destroyed several homes and injured more than ten people — bad news for residents in the area, and an exposure of loopholes in the management of vacant lots.

• Waste on a vacant lot on Haidian Road caught fire and exploded in the early hours of the 22nd, spreading to 11 households and affecting 57, with 15 people injured.
• Tainan Mayor Huang Wei-che said management of adopted vacant lots would be tightened to prevent the same thing from happening again.
• Land adopted through the city government may not be used in violation of the rules or for profit, and in principle no materials may be stored on it, whether hazardous or not.
• Tainan has many vacant lots, a good number of which have sat idle and unattended for long periods, overgrown with weeds and piled with waste, turning into neglected eyesores.
• Close to 8,000 vacant lots across the city are on the register, but only 856 have actually been adopted, most of them converted into green space or simple parking lots.

Outlook: The city government is expected to tighten inspections of vacant-lot adoption and custodial arrangements, but with registered vacant lots far outnumbering those adopted, the management gap will be hard to close in the short term.
