KMT legislator Weng Hsiao-ling accused CPC Corporation, Taiwan of having "a zero implementation rate" in purchasing products from sheltered workshops. CPC has issued denials on two consecutive days, stating that its procurement spending is far above what the law requires — a clarification for disadvantaged groups, and an embarrassment for Weng Hsiao-ling.

• The KMT-TPP camp froze and cut NT$30 million from the Presidential Office's state affairs fund, causing the cancellation of orders for 15,000 boxes of Mid-Autumn Festival gift sets from 37 sheltered workshops.
• Taichung Mayor Lu Shiow-yen criticised the Presidential Office for "abandoning the orders," while Weng Hsiao-ling in turn accused CPC of failing to support sheltered workshops.
• CPC responded that its 31 units company-wide purchased approximately NT$14.75 million from sheltered workshops and social welfare organisations last year, far exceeding the legally mandated 10% ratio.
• The two units singled out for a zero implementation rate had in fact made purchases; the sellers were later removed from the social welfare registry, which is why the system displayed zero.
• CPC spent about NT$19 million in 2023 and about NT$16 million in 2024 — declining year on year, but still above the threshold.

Outlook: The Ministry of Economic Affairs has stepped in to soften the blow for Weng Hsiao-ling, saying the data she had was incomplete. Whether the Mid-Autumn gift set orders can be restored remains the focus of continuing political wrangling.
