The death of a 14-year-old student in Hsinchu County, who was crushed while helping move a hydraulic basketball hoop, has exposed gaps in the safety management of large equipment on school campuses — bad news for students and parents.

• County Magistrate Yang Wen-ke has instructed the Education Bureau to carry out a comprehensive review of campus facility safety.
• Chang Yu-tzu, the New Power Party's candidate for councillor in Zhubei's eastern district, argues that a one-off inspection is not enough, and that the key issue is long-term management systems.
• Current regulations require only "periodic inspection and repair," yet a hydraulic basketball hoop weighing several hundred kilograms poses risks entirely different from those of ordinary sports equipment.
• No risk-grading system, or procedures for taking equipment out of service and re-inspecting it, can currently be found in Hsinchu County for foldable equipment that carries a crushing hazard.
• A hydraulic basketball hoop also caused death and injury in Zhushan, Nantou, in 2015, showing that the risk has long been present.

Outlook: The county government is expected to begin a full inventory, with attention turning to whether the central government will set a nationwide minimum safety standard covering risk grading, suspension of use when faults appear, and rules for operating personnel.
