A political fight has broken out in Taoyuan over who deserves credit — and blame — for a stalled industrial land expansion tied to TSMC's supply chain, and it is bad news for landowners hoping for a quick decision.

• DPP candidate Huang Shih-chieh says the second-phase expansion of the Youshi Industrial Park was already pushed through years ago by former mayor Cheng Wen-tsan, and that current mayor Chang San-cheng is only now linking it to TSMC.
• The city's urban development chief pushed back, saying the plan submitted to the Interior Ministry in 2022 was incomplete and reviewers kept asking for answers on industry positioning and land expropriation.
• The city says it re-scoped the project around the third phase of the Longtan science park, folded it into the wider Taoyuan-Hsinchu-Miaoli "Big Silicon Valley" plan, and won approval from the science park authority.
• The site covers about 126 hectares and would open more than 50 hectares of industrial land, so land rights make a fast track impossible.
• Public briefings and a survey of landowners on expropriation start in the last quarter of this year, before revised papers go back to the ministry.

Outlook: Expect the dispute to stay a campaign talking point while the land expropriation survey drags the actual approval well past the election.
