Huang Shih-chieh slams Chang San-cheng's inaction as Asia Silicon Valley and Zhongli Dome projects stall

Aug 25, 2026

As the race for Taoyuan mayor heats up, Democratic Progressive Party candidate Huang Shih-chieh has accused incumbent mayor Chang San-cheng of letting major infrastructure projects grind to a halt, calling it bad news for residents hoping to see the area develop.

  • The Asia Silicon Valley Innovation and R&D Center had already been tendered and had broken ground under former mayor Cheng Wen-tsan, but after Chang took office the contract was terminated and the project put out to tender again. There has been no progress since.
  • The re-evaluation cost more than NT$10 million extra, meaning the money was spent while construction stayed exactly where it was.
  • The dome at the Zhongli Sports Park was originally scheduled to go to tender in June, but the bid opening was pushed back to December, after the election — a delay critics call deliberate.
  • Traffic in Zhongli has also become a focal point of public complaints. The railway undergrounding project and the sewer works are running up against each other, and with poor coordination between city government departments, roads are dug up over and over, leaving just one of three lanes open.

Outlook: These delayed construction projects will be a main line of attack and defense in the Taoyuan mayoral race, with little substantive progress likely in the near term.
