Chang San-cheng Says TSMC Supply Chain Is Coming to Yangmei; Huang Shih-chieh Slams Four-Year Delay

Aug 25, 2026

Taoyuan Mayor Chang San-cheng has announced that TSMC's supply chain may set up in the second-phase expansion of Yangmei's Youth Industrial Park, but his Democratic Progressive Party rival accuses him of staging a last-minute show before the election, saying the outlook remains unclear for local firms.

  • TSMC is set to move into the third phase of the Longtan Science Park, and its upstream and downstream supply chain has been named as likely to locate in Yangmei.
  • DPP candidate Huang Shih-chieh said the Youth Park second-phase expansion was a case he filed back when he was a legislator, and that since Chang San-cheng took office the project task force has met only twice, leaving the plan stalled for nearly four years.
  • The first phase of the Youth Park has long suffered from overly narrow roads, poor traffic flow and the lack of an independent sewage treatment plant, none of which has been resolved.
  • Financial influencer Hu Tsai-ping added further criticism, saying Chang San-cheng first drove TSMC out of Taoyuan and is now rushing to claim his opponent's record as his own ahead of the election.

Outlook: Progress on the urban plan for the Youth Park second-phase expansion is set to become a focal point of attack and defence in the Taoyuan mayoral race, and the actual timetable for attracting and landing investment remains undecided.
