The Yunlin County Government plans to spend NT$3 billion on a new county government building in Douliu — good news for county employees and for the Douliu area — but the cost will be spread over 10 years, and the project is unlikely to open until 2032.

• The county government's current First Office Building has been in use since 1980; it leaks and is short of space, to the point that the Transportation and Public Works Bureau has had to work in the corridors.
• The new site is in the expropriation zone of Douliu City's Humanities Park, where two buildings will be constructed: one housing county government offices, the other social housing.
• The office tower is planned with 11 floors above ground and two basement levels, with a shopping arcade on the lower floors, offices in the middle, 66 staff dormitory units above, and a scenic restaurant on the top floor.
• Both buildings are to be built with funding from private operators (BTO, BOT plus PPP), and the county government is still conducting a feasibility assessment.
• County Magistrate Chang Li-shan said that every election season brings rumours that the county government is moving to Huwei, but the county administrative centre will remain in Douliu.

Outlook: The county government expects to complete the tendering process by the end of next year, followed by four years of construction, with the target opening in 2032; relocation rumours are likely to surface again during election periods.
