Taoyuan mayor pitches expanded industrial park for TSMC suppliers, rival points to three-year delay

Aug 24, 2026

A fight over an industrial park expansion in Taoyuan turned into a campaign flashpoint, with the sitting mayor promising space for TSMC suppliers and his challenger calling it a last-minute election ploy.

  • Mayor Chang San-cheng told a Yangmei town hall that TSMC's suppliers could set up in a planned second-phase expansion of the Youshi industrial park, alongside the chipmaker's new Longtan plant.
  • DPP candidate Huang Shih-chieh countered that the expansion plan was started in 2020 and sent to the interior ministry by late 2022, before TSMC's Longtan move was even likely.
  • Huang says the project then sat idle under Chang, with only two working-group meetings in three and a half years.
  • Complaints from companies already there — bad roads, poor access, no wastewater plant — were never addressed.

Outlook: Expect the industrial park's stalled paperwork to become a recurring attack line as Taoyuan's mayoral race heats up.
