Taipei City Councillor Lin Liang-chun has questioned the city government's use of a procurement contest and ranking pressure to drive orders for sheltered workshops, while warning that budget cuts and freezes passed by the Legislative Yuan will directly harm workers with disabilities.

• The KMT and TPP passed a proposal by Wong Hsiao-ling to cut and freeze the entirety of the Presidential Office's state affairs fund, which has knock-on effects on sheltered workshops' Mid-Autumn Festival gift box orders.
• Lin Liang-chun pointed out that the Taipei City Department of Labor has long run a contest among city agencies for purchasing sheltered workshop products, publishing monthly rankings and granting commendations, with Chiang Wan-an personally presenting awards this April — amounting to "emotional blackmail" of agency heads.
• These purchases are not an extra charity budget but operating expenses that would be spent anyway on items such as lunchboxes, meeting catering, printing and cleaning; they are simply steered towards sheltered workshops as a priority.
• The Department of Health, Taipei City Hospital and the city public library currently rank as the top three by procurement value.
• Department of Labor Commissioner Wang Chiu-tung and Department of Social Welfare Commissioner Yao Shu-wen both said that if operating expenses are cut, procurement of sheltered workshop goods will stall, and that they will continue to budget for it and give it purchasing priority in future.

Outlook: The budget standoff is unlikely to be resolved soon, and sheltered workshop orders and the incomes of workers with disabilities will be among the first things hit.
