An independent candidate for Penghu county magistrate is pitching a safety-focused makeover of Magong's Guanyinting beach, a plan aimed at pleasing both morning swimmers and families with kids.

• Hsu Chih-fu wants to refill and level the eroded parts of the beach to bring back the sand.
• A gate or water-control system under the Xiying Rainbow Bridge would let officials manage water depth and current when needed.
• The sea would still flow in and out normally — the goal is lower risk for people splashing around, not a closed-off lagoon.
• A separate lane would be kept for the locals who have swum there for years, with the gate not operating during their usual morning hours.
