Changhua's Zhutang Township adds a NT$3,000 relief payment, which could arrive as early as September alongside the central government's NT$10,000 universal cash handout

Taiwan's central government is set to distribute NT$10,000 in cash to every citizen, and Changhua County's Zhutang Township is digging into its own coffers to add another NT$3,000 — concrete good news for the township's 13,800 residents.

  • President Lai Ching-te announced that next year's central government budget will allocate NT$235.7 billion for the universal cash handout, at NT$10,000 per person, framed as sharing the "AI dividend" with the whole population.
  • The Zhutang Township Office has separately planned a relief payment of NT$3,000 per person, at a total cost of about NT$41.4 million. Combined, the two payments come to NT$13,000 per person.
  • The township council will hold an extraordinary session on the 24th to review the advance-payment proposal. If it passes, the money could be distributed as early as around the Mid-Autumn Festival in September.
  • Township Mayor Tsai Shuo-jen said the plan has been in the works since July and is not simply following the central government's lead, citing continually rising prices and the pressure on farmers and local businesses.
  • The funding comes from township treasury surpluses accumulated over the past eight years or so. The current total stands at more than NT$320 million, of which about NT$200 million can be used flexibly, and he stressed that normal construction projects will not be affected.

Outlook: If the extraordinary session approves the measure, Zhutang residents will receive the local NT$3,000 payment first, in September, while the central government's NT$10,000 will have to wait until next year's budget takes effect.
