Keelung scooter rider fled after injuring pedestrian, faces fine and licence suspension

Aug 21, 2026

A hit-and-run in Keelung has landed a scooter rider with criminal charges and a heavy fine, even as the city reports far fewer pedestrian accidents this year.

  • A rider turning at an intersection failed to slow down and hit a man crossing at a marked crosswalk, then sped off.
  • Police tracked him through street cameras, summoned him, and referred him for negligent injury and hit-and-run.
  • He faces a fine of up to NT$36,000 and loss of his licence for one to two years.
  • Keelung says pedestrian accidents are down 53% from a year earlier, with 70 cases so far this year.
  • The city ranks 12 places better than last year on pedestrian deaths and injuries per 100,000 people.

Outlook: Keelung plans to keep pushing road redesign, enforcement, and public campaigns to hold pedestrian accidents at these lower levels.
