Huang Shih-chieh slams stalled Fuxing District projects, accuses Chang San-cheng of empty promises
With the Taoyuan mayoral race heating up, Democratic Progressive Party candidate Huang Shih-chieh has accused Mayor Chang San-cheng of offering little more than empty talk on tourism achievements in Fuxing District — bad news for residents of the indigenous communities there.
- Huang said the city government's own Department of Tourism report shows that construction in Fuxing District is "behind schedule, held up in procedure, and leaving facilities unusable."
- The Northern Cross-Island Highway National Scenic Area remains stuck on a reply issued last year by the Council of Indigenous Peoples; the city government is not yet the designated resource governance authority, so the statutory process cannot move forward.
- The proposed designated area covers 57 tribal villages, but only 32 have so far established tribal assemblies. Many residents work away from home, making attendance thresholds hard to meet.
- Certification of Lalashan as a dark-sky site requires outdoor lighting to be improved first, yet the city government put off holding a pre-construction briefing until June — drawing criticism that it "shot the arrow first and painted the target afterwards."
- The city government says it has invested nearly NT$480 million in upgrading tourism facilities along the Northern Cross-Island Highway, but basic amenities such as the public restrooms at the Upper Baling parking lot will not be completed until 2027.
Outlook: As the Taoyuan mayoral election approaches, the pace of development in Fuxing District is expected to remain a focal point of continued clashes between the two sides.
