The Taichung City Government has awarded event contracts to CTS in succession, and CTS's general manager is the sister of Mayor Lu Shiow-yen — bad news for the city government's credibility.

• CTS also won the earlier tender for the Taichung Pot and Grill Festival, raising concerns over two consecutive awards.
• CTS general manager Lu Shiow-fang is the sister of Taichung Mayor Lu Shiow-yen; city councillor Lin Te-yu questioned whether the city government had properly managed conflicts of interest.
• The city government's Economic Development Bureau said everything was handled in accordance with the Government Procurement Act, that the selection was fair and open, and that the information was posted on the government e-procurement website.
• Economic Development Bureau Director-General Chang Feng-yuan had previously denied on multiple occasions that Lu Shiow-fang was his sister, drawing criticism that he was defining conflict-of-interest recusal too loosely.

Outlook: Questioning in the city council is unlikely to stop any time soon, and the city government may have to disclose more details of the selection process to clear its name.
