Tseng Sheng-kai Wins DPP Nomination to Run for Zhubei Mayor

Aug 20, 2026

The DPP has settled on Tseng Sheng-kai to succeed incumbent Mayor Cheng Chao-fang as its candidate for mayor of Zhubei, campaigning on the message that city governance will not start over because of an election — a positive signal for residents hoping for policy continuity.

  • With 100 days to go before the 2026 Zhubei mayoral election, Tseng Sheng-kai, deputy director of the Interdisciplinary Design Science Research Center at National Yang Ming Chiao Tung University, has formally received the nomination.
  • His central platform is "continuity" — building on the foundation Cheng Chao-fang has laid over the past three-plus years and institutionalising the approach taken to roads, parks, libraries and public spaces.
  • He set out three things to be continued: good governance, unfinished expectations (transport, childcare, drainage, long-term care and others), and residents' trust in the district office.
  • He pledged to make the budgets and progress of major public works public, and to work with the Hsinchu County government and the central government toward "shared prosperity between county and city."
  • He ran unsuccessfully for legislator in Hsinchu County's second district in 2024, after which he stayed in Zhubei working on local revitalisation, education and community affairs.

Outlook: The next 100 days will be critical for building his personal name recognition among voters, and the campaign is likely to centre on whether continuity in city governance and county-city cooperation can be delivered.
