Court cancels part of coastal permit for Taiwan's third LNG terminal

Aug 20, 2026

Taiwan's top administrative court struck down a coastal use permit for CPC's third LNG import terminal, a win for environmental campaigners but one CPC says will not stop construction.

  • The Supreme Administrative Court threw out an earlier ruling and cancelled the permit covering land reclamation at the Guantang industrial port.
  • CPC says the cancelled permit does not cover the terminal's main construction zone, so work on the offshore breakwater carries on.
  • The judges rejected a separate claim from residents who said the project endangered their safety, ruling they live too far away to be harmed.
  • CPC has since applied for narrower permits under coastal management law, and says the areas now being built on are covered by those.

Outlook: More lawsuits from environmental groups over other coastal permits are still working through the courts, so the legal fight over the terminal is not over.
