• Chen wants to carry out a comprehensive review of the needs of each village and borough, adjusting bus routes and service frequencies to make commuting, travelling to school and getting to medical appointments more convenient.
• On parking, he plans to consolidate information from underground car parks in the urban area into a real-time app, allowing residents to check remaining spaces on their phones.
• On road quality, he would coordinate construction work across different agencies to reduce repeated excavation, and tighten standards for construction and backfilling.
• He stressed that transport infrastructure does not have to start with major projects: taking proper care of buses, parking and road surfaces is the most tangible change of all.

Outlook: Transport is expected to become a central point of contention in the Penghu county magistrate race, with other candidates likely to put forward competing platforms before long.
