A freight driver in Keelung borrowed a colleague's pass in an attempt to slip into the port area, but was stopped and caught. A judge fined him NT$5,000 under the Social Order Maintenance Act.

• On the morning of 1 August, a freight driver surnamed Su used a regular commercial-port pass belonging to a man surnamed Chou in an attempt to enter the Keelung Port restricted area.
• During an inspection at the checkpoint, port police noticed something amiss and confirmed that he was using the pass under a false identity. He was referred for prosecution on the spot, and the pass was confiscated.
• After hearing the case, the Keelung District Court held that using another person's identity to enter and leave the port area with the pass was unlawful, and imposed a fine of NT$5,000 under the Social Order Maintenance Act.
• The judge, taking into account that he had merely acted for convenience and that the impact on public order was minor, imposed a lenient penalty.

Outlook: The case has been concluded with the fine imposed, and identity checks on passes in the port area are expected to become stricter.
