Nonstop heavy rain has flooded streets across Keelung, Taiwan, leaving knee-deep water in the Dawulun industrial area and forcing the city to raise its emergency response to the highest level.

• Water reached knee height near the Dawulun industrial zone, snarling traffic.
• The city dropped about 162 millimeters of rain in 24 hours, and it kept coming.
• Officials moved the disaster response center to its top alert level at noon to pool staff and equipment across departments.
• Keelung's hills and low-lying downtown make it prone to flash flooding, falling rocks on slopes and fast-rising streams.

Outlook: With the rain still falling, residents are being told to stay away from mountains, rivers and low ground, and to avoid driving through water of unknown depth.
