Taiwan's year-end local elections are taking shape in Changhua County, with the ruling party and the opposition both now fielding candidates for magistrate.

• DPP lawmaker Chen Su-yueh formally registered her run, promising to pull central government funding into the county if she wins.
• She named the county's biggest problems as people moving away, a weak industrial base, and an aging population, and put out a ten-point plan covering city planning, transport projects, and elderly care.
• KMT candidate Wei Ping-cheng registers tomorrow, campaigning on continuing outgoing magistrate Wang Hui-mei's record of building projects and cutting county debt.
• Wei admitted the KMT side is not fully united in Changhua and is leaning on senior party figures, including legislative speaker Han Kuo-yu, to smooth things over.
• Two independents are also in the race, which could split the vote.

Outlook: The field will be set once Wei and the remaining independent register, turning the contest into a test of whether the KMT can hold a county it has governed for eight years.
