The AIPAC-Funded Push to Dismantle UNRWA and the ICC

Two US lawmakers are moving to shut down the main aid agency for Palestinians while the Trump administration works to gut the world's war-crimes court — bad news for Palestinians and for international accountability.

  • Reps. Mike Lawler and Josh Gottheimer introduced a bill ordering the State Department to draw up a plan to dismantle and replace UNRWA, the UN agency feeding and treating Palestinian refugees in Gaza.
  • The bill is backed by AIPAC and allied pro-Israel groups; the two lawmakers have together taken over $3 million from pro-Israel PACs.
  • Separately, Secretary of State Marco Rubio published an op-ed vowing to tear down the International Criminal Court "brick by brick," without once mentioning that the ICC has arrest warrants out for Netanyahu and other top Israeli officials.

Outlook: If the bill and Rubio's campaign advance, UNRWA aid could be cut off during Gaza's worst humanitarian crisis and the main legal check on Israeli officials could be weakened.
